Bishop/Apostle Victor D. Skinner and Apostle/Pastor Lynnette Skinner were both born and raised in Virginia.

On June 14, 1997, they were united, raising 6 children: 5 beautiful daughters and one handsome son. During a period of much prayer and consecration, God prophetically declared in 1999 for the Skinner's to start a biblical study, where many families attended, and in 2000, they were licensed ministers; the following year, in 2001, under the instruction of God, they were licensed and ordained under the covering and leadership of Apostle Al Jones of Revelation Tabernacle International. Their newfound ministry, Victory Outreach Ministry, was established.

The Skinners were blessed beyond measured as their vision to assist the needy unveiled and the work continued. God elevated them and they were affirmed as Apostle in 2011, by Bishop Tann of Church of God Tabernacle. In 2013, God graced the Skinner's with an additional; newly birth ministry, known as God's Glorious Church International Outreach Center Inc. that was located at 5441 Virginia Beach Blvd. Suite 114, Virginia Beach, Virginia 23462 and wants to start another location in Georgia. We are currently looking for another location in Virginia. 

In 2015, Apostle Victor Skinner was set apart and ordained to the work of The Bishop/Licensed by Bishop Bernard Tann of Church of God Tabernacle. In 2013, God graced the Skinners travel consistently to Georgia where they have planted another ministry. They are a humble and loving team that serves God, they both states, "we are truly blessed that God chose us to do his work."

We are a non-profit organization, 501 (C) 3 status exempt, tax deductible, non denomination, and multicultural ministry.
